War Child is an international non-governmental organisation that works exclusively to improve resilience and psychosocial well-being of children and youth, affected by violence and armed conflict. In Cyprus, War Child aims to support vulnerable refugee and asylum-seeker children of all ages. Their recent experience of displacement is often a source of trauma and distress which we seek to alleviate through vital protection, education, and psychosocial support services. 

 To support the scale-up of its programme in Cyprus, War Child is looking for an energetic, independent and highly committed Project Manager to lead on the implementation of selected projects and on coordination with a wide range of relevant stakeholders. 

 The Challenge 

The Project Manager will lead on the implementation of selected projects in Cyprus, in coordination with a wide range of relevant stakeholders. This will involve overseeing the delivery of psychosocial support to children in schools and reception centres, or other places of residence. Positive and sustained engagement with implementing partners and relevant government agencies will be critical to the success of the post holder. The Project Manager will be responsible for ensuring that project objectives are achieved on time and within budget, while adhering to quality standards and ensuring compliance with relevant policies, procedures, rules and regulations. The post-holder will also be expected to contribute to the development of new programmes and fundraising. 

 Responsibilities 

Project Planning, Implementation & Monitoring 

  • Develop comprehensive project implementation plans to guide all project stakeholders and ensure timely completion of core activities 
  • Prepare and oversee project start-up, progress review and closure meetings as appropriate 
  • Prepare Partner Funding Agreements for sub-granting purposes and monitor compliance 
  • Oversee (partner-led) implementation of War Child projects, ensuring that objectives are achieved on time and on budget 
  • Closely monitor project progress, ensuring that challenges are identified and communicated (both internally and externally) in a timely manner and corrective action can be taken 
  • Contribute to forecasting and budgeting processes; closely monitor and track expenditure and course-correct where necessary to ensure adherence to project budgets and spending plans in coordination with the Finance & Administration department 
  • Ensure timely completion and submission of high-quality (donor) reports, with support from relevant colleagues, including the Technical Advisors and Grants Coordinator 
  • Creatively and swiftly resolve complex and critical challenges arising from implementation 

 Integrity, Programme Quality & Compliance 

  • Act in accordance with War Child’s core values of Creativity, Inspiration, Impact and Integrity, while ensuring these are integrated into all project activities 
  • Ensure full compliance with War Child’s Integrity Framework at all times, inclusive of the Child Safeguarding Policy, Code of Conduct, Anti-Fraud and Anti-Corruption Policy 
  • With guidance and support from relevant Technical Advisors, ensure that program quality standards are being met by War Child and implementing partners 
  • Ensure compliance with War Child policies and procedures and applicable donor rules and regulations and timely report any (potential) compliance breaches 
  • Oversight of all administrative, financial and budgetary aspects of relevant grant agreements in line with donor rules and regulations 

 

Liaison & Representation 

  • Continuous engagement with War Child’s implementing partners, fostering positive and open relationships based on mutual trust and accountability. 
  • Facilitate linkages and positive engagement between War Child colleagues and relevant representatives/counterparts of partner organisations, including for capacity building purposes. 
  • Liaise with relevant governmental authorities relevant for the Cyprus programme, aimed at securing access to target groups, gaining support and understanding contextual developments. 
  • Engage with other relevant stakeholders who directly or indirectly influence the lives of refugee/ asylum-seeker children in Cyprus (including UN bodies, EU agencies and other NGOs). 
  • Interact with relevant donors as and when needed. 
  • Represent WCH in relevant working groups and other external coordination platforms. 

 Other 

  • Provide regular project updates to various stakeholders about progress, challenges and necessary adjustments. Document and share lessons learnt to inform organizational learning. 
  • Depending on how the portfolio and staffing structure evolves, recruitment and effective line management of direct reports, including performance management and facilitating learning and development of project officer(s) or project assistant(s). 
  • Support capacity assessment and development for War Child’s implementing partners. 
  • Actively contribute to programme design, fundraising and proposal development. 
  • Support the development of annual plans and strategies. 

 

Knowledge & Experience 

  • Relevant degree or training in education, psychology, social work, social sciences or similar. 
  • Five years of relevant work experience, including managing/coordinating projects in the social impact/non-profit sector, of which at least two years focused on supporting refugee/asylum-seeker/migrant populations. 
  • Proven affinity with, and track record in, working with children and/or youth. 
  • A successful track record in initiating, cultivating relations with a wide range of governmental and non-governmental stakeholders. 
  • Fluency in English required; Greek highly preferred. Additional proficiency in Arabic and/or French is desirable.
